A Near Toll Quality Speech Coder at 2.4 Kbps

 There are several very low-bit-rate and medium bit-rate speech coders available in the literature. The lowest range of coders operate in the 400 to 1200 bps range of speeds and yield synthetic quality speech. The 2.4Kbps FS 1015 standard yields synthetic quality but is used for defense communications. Existing, near-toll quality speech coders operate in the range of 4.8 Kbps to 13.2Kbps and are used for different applications like wireless communications, VoIP and media over IP. These coders are typically based on CELP, RPE-LTP and several variations of these.

Application such as wireless, VoIP and media over IP need near toll quantity at speeds as low possible due to bandwidth constraints.

The proposed method introduces an innovative method in vector quantization. Using this method near toll quality, which is equal to that of the 4.8Kbps to 8.0Kbps can be achieved at the bit rates as low as 2.4Kbps. With varied bit rates around the 2.4Kbps, it can offer varied quality. However it is proposed to use the bit rate of 2.4Kbps.
